Remove drag and drag function from Linux Directory Tree.

Hi
I have a Linux machine currently running Redhat9; this machine acts a fileserver with samba shares for windows access. I need to know how to prevent users from dragging and dropping directories. I want the users to be able to read and write to these directories, but not have the ability to do the drag and drop and lose folders in other directories.
Hope this makes sense to someone out there.

Surely there are security flags that determine whether users can create directories?
