Remove trapped air in cylinder

Does anyone know how i can remove the trapped air in the top of the cylinder?
These cylinders are used for gases but are pressure tested with fluid. For testing, all air needs to be removed from the cylinder.

There is usually an allowance for hydro of 0.1% air volume?

Or insert a U shaped tube / straw into the gap to get rid of the air.

I'm with LittleInch; J-shaped tube of correct radius, with cylinder slightly inclined from vertical to collect air to one pocket, should suffice.
