Repair as per NBIC - Replacing the pressure parts.

Hi,

We have a heat exchanger supplied by manufacturer "XYZ" in the year 2006. The equipment is installed outside USA/Canada. Now, we have a situation, where we need to replace the channer cover. This will be repair as per NBIC. However, we need to buy channel cover from different supplier. I have following questions on this.

1. Is it necessary that the channel cover must be fabricated and tested by U certificate holder under the inspection of Authorised Inspector?

2. Can the new manufacturer for channel cover use the drawings issued by the original manufacturer and can still issue a manufacturer's data report for channel cover?

1. Is it necessary that the channel cover must be fabricated and tested by U certificate holder under the inspection of Authorized Inspector?

Reply: No, the NBIC permits an R-Certificate holder to manufacture a replacement pressure part and stamp it with an R-Stamp as a pressure part, and issue a partial NBIC data report.

2. Can the new manufacturer for channel cover use the drawings issued by the original manufacturer and can still issue a manufacturer's data report for channel cover?

Reply: You mean reverse engineer a channel cover. No, unless they either have an ASME stamp or National Board stamp.

If this work is being done outside the US/Canada you may not have any enforcement concern because the regulatory body where the object is installed may not have accepted the NBIC as a requirement.

Thanks for the reply. The repair has to be as pr NBIC and there are no other regulations. The new manufaturer have the ASME stamp. Can they use the original drawings, without any new design calculations and drawings?
