Repair company for vessel under BS 5500

Hallo respective engineers,

Do we need to have ASME or maybe API certified repair company in order to repair ( alteration/heat input such as weld build up) for a vessel which fabricated using BS/PD 5500 (since this code is the same level with ASME VIII Div. II)?Is the approval by the company/owner of the vessel authority/senior enginners after reviewing of repair, inspection and hydrotest procedures is enough? please advice....cheers

Hi Madie,
The ASME certification/stamp is only required in US, unless it is a regulatory requirement in your country.
If you are in Europe, there are other rules for pressure equipment repair. You should ask your local authority who approved first place the operation of that vessel, what are their requirements for the vessel recertification and approval for use after the repair.
For example, in Australia you have to follow the requirements of standard AS 3788, as stipulated by the goverment, regardless of what design code was the vessel designed to initially and you don't need any ASME or API stamp.

One more question, for BS/PD 5500 ( British standard), do they have special requirement(s) (example: U stamp/R -stamp for ASME code),for the repair/maintenance company to repair the vessel which fabbricated under that design code? The regulatory body is only covering onshore facility and this vessel is at offshore platform ( not under goverment regulatory for repair work).Do you have any experience about this, kind to share about it. Thanks
 
As far as I know, PD5500 doesn't distinguish between onshore and offshore equipment;- the fabricator has to prove the integrity and safety of the equipment repaired (complete inspection and measurements, new calculations, repair procedures, drawings, all reviewed and certified by their certifying body), basically providing a new certification, just like for a new pressure vessel. New additional nameplate stating the changes, the operating condition, design conditions and the hydrotest details.

Madie, gr2 may have given you some incorrect information. In Western Australia, the Regulatory Authority, WorkSafe, would require the repairs to be as per the Standard used for fabrication. If it is a AS1210 vessel, it must be repaired to the Standard. If it is an ASME vessel, it must be repaired to ASME. There is only one 'R' stamp holder in Western Australia. And if repaired, must have stamp. This may not be relevant to where you are, but as gr2 also said, check with the Statutory Authority first.



 
TTT, the AS 1210 designed vessels (and any other certified vessel per ASME, PD 5500, EN, etc.) in entire Australia can be repaired in accordance with AS 3788 (refer to Section 6). This also includes WA. The AS 1210 is a design code for new equipment, it doesn't provide for used vessels repair, re-rating, etc.
