Repair HDG with IOZ

We need to paint power transmission towers that have been galvanized 20 years ago, and about 80% of the zinc coating remains. The surface will be sandblasted to white metal, and the zinc-coated area will be only sweep-blasted and roughened. Is WB or SB IOZ suitable for such repair?
