Requered Minimun Thickness en Plates

Greetings.

..What minimum thickness should I use to decide that plate is refused or not? For Example, If I'm testing a 1/4" plate from outside drum of a boiler (Mitchell, 11 ton), could I refuse a plate when its thicknesses are equal 50% or below this one? is there some code that lets me know it?

More to the point, I'd suggest having somebody inspect it that specializes in this kind of work to begin with.
