Require Code Reference to omit Sprinklers

I am looking for omitting sprinklers in my project based on reference from IBC or NFPA.

Automatic Sprinkler/Gas Suppression Systems

Training Center Building
As per IBC, [F] 303.1 Group A-3. An automatic sprinkler system shall be provided throughout buildings containing a A-3 occupancy where one of the following conditions
exists:
1. A Group A-3 fire area exceeds 12,000 square feet (1115 m2).
2. A Group A-3 fire area is located o the floor other than the level of exit doors.
3. Fire area has an occupant load of 300 or more.
The total area of the training center is 1788 m² (19246 ft²) . Since area has already exceeded 12000 ft², an automatic sprinkler system is required in the training center.

Our client is willing to omit sprinkler from training center (see attached drawing) based on the fire rated compartmentations and fire detection system.

All the walls of training rooms and other offices are 1 hour fire rated while there is 2 hour fire rated walls for utilities areas such as toilets, shafts, changing rooms and prayer rooms.

I am looking for code reference either from IBC or NFPA where it says that “Building shall not require sprinklers if provided with fire detection system and fire barrier separation of at least 1 hr. walls and 2 hr. floor ceiling assemblies.

Appreciate, if you can provide me any valid code reference so that I can exclude sprinkler system

Why are sprinklers trying to be omitted?

The main reason of omitting the sprinklers is to reduce the initial cost.

This is a training center with several classrooms / lecture rooms, office area etc. and the project location is Dubai.
 
So maybe B Occupancy?[pre][/pre]
 
You need to have this discussion with the UAE authorities. What you're proposing is possible if the building was classified as a Group B.
 
Noted with thanks, I will discuss it with UAE authorities but do we have any reference from IBC / NFPA by which sprinkler can be omitted for A-3 occupancy by providing addressable fire alarm system and fire barrier separation of at least 1 hr. walls and 2 hr. floor ceiling assemblies.
 
No such provision exist for a Group A-3 occupancy using the 2012 IBC. Sprinklers provide better life safety protection than detection and fire-resistance rated construction in larger buildings. That's the thoughts of the ICC voting membership (and I'm a voting AHJ member).

I don't have access to NFPA 1 or NFPA 101.
