requirement of production test

Hi All,

Regarding our specification, production test shall be done for sour service and when the basic code requires it.but our vendor insist to follow his comments:
1-preparing production test piece for each item instead of preparing for every vessel(it means for some vessels with same condition, material,wps only one test piece will be prepared)
2-the hardness test and impact test only are performed for production test, exception of tensile, bending, micro, and macro test.if the hardness&impact test are failed, the omitted test will be done.

please let me know your comments about this matter

wps is not needed for every vessel of the same.
for sour service, impact/hardness is imperative, so their aproach is good,
if the hardness fail you have to provide more testing to assure the materials comply,
