Requirement Steel Substrate Conductivity

I feel free to discuss to all expert.
Why to required conductivity of steel substrate BEFORE surface cleaning (water jetting or sand blasting).

I don't recall seeing a requirement to check conductivity of a steel surface prior to grit blasting. Can you provide an example where this requirement exists?

in my client particular specification required before sand blasting process.
requirement max. 50 micro gram.
for your info, our coating process for pipeline coating 3LPP.

Sounds like an odd requirement. Who cares about coating conductivity if you're removing it anyway. Should be checked after coating.

IRstuff...all the more odd. Sounds like someone was trying to develop a holiday detection spec but didn't know what they were doing.
