Rerating with lost document

I have no data for LPG vessel in-service since 1981 , now it has metal loss corrosion , wanting to re-rating but have no data for anything of material & construction code . I sow in OSHA web site answered for this situation which says” assume lowest value of recalculation variables “
I ask if can i find this recommendation in API ,NBIC ???

API 510 section 7.7 will detail how to evaluate vessels with minimal documentation. If you cannot do a positive material identification then you will use SA-283 Gr. C allowable stresses. Since it was built and in service prior to 1999, you can use the old factor of safety of 4 or 5 I believe

Also, if a vessel is in service, it then becomes an API 510 question, not an ASME BPVC Section VIII.
