Residential Wooden Bulkhead

A co-worker of mine lives on a residential lake here in Southern Louisiana. From what he tells me (and from what I can see from his photos) it looks like a pretty standard wooden bulkhead that he has maintained to the best of his ability over the years. Where his yard meets the bulkhead has been eroding/undermining for years and he tried to fix the problem by replacing the dirt. Now all of the new dirt is starting to erode/undermine just as before. His yard gradually slopes towards the lake, but as it gets close to the bulkhead the slope increases significantly. I have attached a photo to help show what is going on (he is in the process of replacing the top running boards, that why there is a gap).

He would like to resolve this problem, but is trying to avoid a major rebuild. Any ideas on how to address this? You help is greatly appreciated.

obviously, there is loss of soil near the bottom of the bulkhead into the lake. probably rotted through. can you get a ROV to go down into the water to inspect it? if it is a small hole you could maybe patch it and get a couple more years. realistically, the wood is rotting and replacement of the bulkhead will fix the problem long term.
