Resort Hotel fire protection requirements in Asia

Hi friends little off topic but important for me.
We have project - hotel resort type in Sri Lanka, 75 rooms separated to 2 storeys buildings per 4 rooms each with area of footprint 140 m2 each allocated within 20 m from each other.
Local fire department issued requirements to make :

Hose reel System 11*19 mm* 30 m hose reel providing 30 l/m with 6 m throw
and

Fire Hydrant System
Pillar type hydrants 02*65 mm capable to maintain minimum of 300 kpa residual pressure at the 10 l/s whyle two hydrants are operating.

We can ask to reduce requirements to only Hose reel system as hydrants with given capacity very expensive and probably fire department let us do it as the other hotels done it before but is it actually safe to have only hose reel systems without hydrants in such kind of objects?

So how is the fire department going to get the water supply for their fire engines if you replace the hydrants with hose reels.
 
The resort is mostly with pedestrian type paths, they will be unable to drive to hydrants anyway.
As far as I understand they going to manually operate the hydrants.
 
Fire engines have segmented 2-1/2" fire hoses which they can assemble and connect to the nearest hydrants as The fire engines have their own pumps to supply the flow needed to extinguish fires. Hose reels are too small in diameter to provide the necessary flow rates regardless of the water pressure available.
 
Oops! hose connection between truck and fire hydrant is greater that 2-1/2"and if my recollection is somewhat correct is 6" whereas hose size from trucks are 2-1/2".
 
In the USA supply hose (fire hydrant to fire engine)

2.5”; 3”, 4”, and 5” most modern FD will use 4” or 5”

I will try to specify my issue - due to remote location of the resort, I understand the fire service want us to be able fight fire before arriving of fire vehicle with fire engines. We dont have community water supply, we have deep well, RO plant and water tanks and designing our in house water supply systems with pump sets.
We also need to make separate or combined fire fighting water supply lines and pumps as per requirements.

They asked us to have system capable to operate two hydrants the same time, each flow 10 l/s - our fire pumps have to provide this capacity. It will give us totally 20 l/s that it seems to be too much for resort populated with 150-300 people. We can try to convince them to reduce requirements of maintaining flow to 10 l/s but the question is - if it officially safe to have system with capacity 10 l/s or less for this kind of object?
 
Install a fire sprinkler system in all buildings to NFPA 13 requirements!!!

Than maybe look at reducing flow
