Response modification factor for cast in place concrete silo

We are designing a cast in-place concrete silo having wall continuous to foundation, as per UBC 1997. Table 16-P
specifies a response modification factor "R "of 3.6 for " Cast in place concrete silos and chimneys having walls continuous to foundations" as 3.6.

The same table in very next line indicates "R" value of 2.9 for "Distributed mass cantilever structures such as stacks, chimneys, silos, and skirt supported vertical vessels".

Apparently, our silo qualifies for both of above descriptions and we not sure what value of "R" should be used. Anyone please help and guide on this.
