Restricted shear and 0.80 times stress

Section II part D the notes to table 1A, note (d) talks about restricted shear applications such as dowel bolts where failure can occur without reduction of area using only 80% of the allowable stress. When you have an attenuator cylinder with a machined lug or ring, where the ring then contacts a shear ring that holds a flat head in place (no welding on vessel), seamless tubing shell, plate material heads and shear ring. Would the shear ring need to use the 80% value or the full allowable stress? Are there any other examples in Section VIII where shear values are discussed on non-welded parts?
