In case of shell sections integrated during the analysis section point 1 lies on the bottom surface (when Simpson's method is used) or closest to the bottom surface (when Gauss method is used). In case of composite shells number of section points is specified per layer. Layers are defined during the creation of composite shell section (that's also where you specify their order). Check the documentation chapter "About shell elements" for more details.
