Retaining wall with expansive soil

I have to design a free standing retaining wall that is about 10 ft tall. The soil is highly expansive. The wall is not tied to anything and there is no structure close by. What type of retaining wall is generally used for expansive soil? I was thinking to do a concrete retaining wall. Would that be wise? I am thinking movement from swelling should be fine since it is a site wall not connected to anything? Thoughts?

Consult the project geotech. You may need to amend the soils to allow the use of concrete retaining walls. A better option could be a MSE wall which can perform better in highly expensive soils.
