retest and verification of raw material by vessel manufacturer

Fellew engineers, there is always a question wandering in my head. it is a general question that, as for ASME/EN code, in which occasion, shall the raw material (plate, forgings, etc) be mandated with retest and verification to be performed by vessel manufacturer? i mean chemical analysis, tensile test, and CVN test,etc to be performed.
Please shed some light on this topic, appreciate.

Only when the original mark was not clearly transferred and traceability is in question.

The problem with sloppy work is that the supply FAR EXCEEDS the demand
 
I have seen it required, but it isn't common at all.
Usually if the service is that critical there was source inspection at the mill and the inspectors marks are clear on the paperwork and metal.

You need to put it separately in the purchase order, but that would lead to an in increase in the cost!
