Return Condensate Alkalinity

What is the physical/chemical process that provides for a very high alkaline environment in return condensate?

Can this alkaline environment be reduced by artificially lowering steam pH?

Or are there limits to how low the pH can safely be taken?

Is this condensate from a heating boiler?
A high pH, say 9-10, is perhaps intentional (via volatile amines added to the boiler feedwater & desirable to prevent corrosion, especially in a vented system that can absorb CO2 from air.

Please provide details of system & pH values.
 
High PH in the condensate could be carry over. Boiler water has a high ph. Most of us have the reverse problem with low ph. We use an amine to increase the ph of the condensate. Condensate ph should be between 8.0 & 8.3
