My existing RTU's have no hot gas reheating capabilities, and this last summer my buildings pressure was checked and were in a positive pressure and my loads are small how can I make my compressor run longer to extract more moisture out of the areas aside from lowering the set point. And can my loopout time effect the compressor run time? hoping to resolve issues soon.

The easiest way to do this is to replace the DX coil in the RTU with a 6 or 8-row coil. I'm sure what is in it is a 1 or 2-row coil.

Reduce the air velocity over the coil. Install a damper.

For DX cooling, oversizing is a common concern. If you cool and dehumidify too quickly and then re-moisturize during the off-cycle, you should look at a smaller DX cooling unit. With no hot gas bypass and if downsizing the unit is not an option, your hands are a little tied. You can look into a bypass assembly from the supply duct into the return air plenum as a cheap alternative, a la the Carrier Parker or Trane Varitrac system.
