Risa 3D V19 Wall panel design

I am designing a CMU wall panel in RISA.
I applied a wall surface load on the CMU wall and it keeps failing in out of plane bending, the Out of plane detail result uses different reinforcing as the inplane result. The spacing of inplane is 24" and outofplane is 48".
I am also unable to set the out of plane reinforcement parameters. Is the Vertical Reinforcement for in plane not the same as the out for out of plane reinforcement?
