River Outfall Design Reference

Does anyone know of a good reference for the design of an outfall structure to a River?

Outfall for what? What type of river (flow controlled by a dam)?
 
First go get Army corps permission to put the water there. Then get watershed council permission. Then ask both what they want to see. is this on a shipping channel? recreation channel?

EnviroEngineer111, did you find any information on river outfall structures? I am running a 36" dia process pipe from a steel mill into the river. A 3-port diffuser is required but I have no experience on the construction or installation aspects. Appreciate any help.
