I need a document that shows a framework for roles and responsibilities of process engineer in an operating plant. I searched the web; most of them related to projects not operational process plants. Does anyone can help me or send me such a document including job description, procedures, forms, ...

Try looking up "chemical PRODUCTION engineer" job descriptions. I have held both titles (process and production) but the job was the same.

The title "Process Engineer" can cover a multitude of sins, depending on the industry. My response would be that the job description is whatever your employer wants it to be!
