Looks like a gunite/soil-nail system in place above the wall.

That is not a "sink-hole", it's a catastrophic failure caused by lateral support loss which was clearly evident months in advance. Utter fail, heads must roll.

I agree Mike.

Also, reading the story sounds like the failure was ongoing for several days, maybe weeks. People reported cracks in the pavement,etc. but apparently nothing was done. Got to be more to this story.

Shoring only half of the way up that cut surprised me that this shoring system did not fail earlier. .
 
Appears that only half of the height of the excavation was supported. The bottom of the excavation is wet, so, perhaps they had some rainy days before the failure.
