Rooftop Obstruction Wind Loads

Currently working on a single story wood framed building in a non seismic and non high wind region using ASCE 7-16 to determine MWFRS lateral loads. The roof is planned to have a 2 ft parapet along three of the four sides of the building, a parapet running down the center of the building normal to the wind direction, and multiple HVAC units closely surrounded by a screening wall that is required to be 90% solid. The windward and leeward parapets are straightforward to deal with, but I would like to others opinions on how to determine the MWFRS loads on the other obstructions.

Would others consider the center parapet to be windward, leeward, or something like a solid attached wall/sign or rooftop structure and equipment? Rooftop structure is how I am leaning.
Would others consider the screening wall to be any of the above? Again, I am leaning toward rooftop structure.
Would others consider any shielding effects from the front screen wall on the HVAC equipment and rear screen wall?
- ASCE 7 states "There shall be no reduction in the velocity pressure caused by apparent shielding afforded by buildings and other structures or terrain features." Does this apply to other obstructions of the same structure or just to other structures on the same site? Even the commentary states "There shall be no reduction in the positive wall pressure to the leeward parapet caused by shielding by the windward parapet because, typically, they are too far apart to experience this effect." So what is considered close enough to experience shielding?​

I practice north of the border however I'll chime in my $0.02

- Unless the centre parapet is higher than the perimeter, I would be ignoring it as far as MWFRS goes.

for the RTU screens, I'd be considering them solid, and ignoring anything on the RTUs on the inside. Again, this is for MWFRS only.

I've always treated horizontal MWFRS as, look at a building elevation and apply the appropriate loading to everything you can see.
