Round Bar equivalent to ASTM A-131 Gr EH 36

I have a specifcation that calls for 3/4" and 7/8" round bar to be made out of ASTM A-131 Grade EH36 material. Key consideration is being able to meet the CVN requirement of ~25 ft-lbs at -40C. We will be using this material for ROV handles in offshore Deepwater applications. Our materials specialist is concerned that we need to ensure we are away from the brittle to ductile transition zone at our 39F operting temperature and with ROVs clamping on and tugging need to be rather ductile at the lower temperature. We can relax the standard some to go to 25 ft-lbs at -4F and DH36 could work. However, cannot find a supplier of the material in bar stock. We could have some made but schedule is not permitting and we don't need 180 ton minimum order. My requirements are limited to 100 to 120 ft of each size (3/4" dia & 7.8" dia.). ~ 450 lbs.

What are other alternatives that are available in stock and can meet the CVN requirements?

Could you go with A-131 plate and cut along the rolling direction to 'make' your bar?
 
I would be a bit concerned about the HAZ for a flame cut as narrow as these bars need to be. Could watercut but still a timely and costly proposition. Might be able to go with A572 Gr 50 with a fully killed fine grain process, but not sure the availablity.
