Routine Repair as per NBIC Part 3

A vessel on ASME VIII-1 with impact test requirement requires modification in internal weir plate.Modification is simply to increase the width of weir plate.
Is this work be considered as a routine repair?

NO. It is a repair if the wear plate is welded directly to the pressure vessel internal surface.
 
Get a copy of the NBIC which spells out pretty well the differences between repairs and modifications and if in doubt get hold of the local jurisdiction or if the unit is insured with an insurance company providing NB inspection services get hold of their b&PV inspector.
 
@ metengr as per NBIC part 3 para 3.3.2 (e) it falls under routine repair. Please correct if I am wrong.

First, let me explain that routine repairs are not accepted by all Jurisdictions. Second, because this is a vessel with base metal and weld impact qualification, the WPS needed for this repair must also be impact qualified. If this vessel was not impact qualified, I would not have a concern with your interpretation.

You can argue this is a routine repair with the Inspector, and that is all that counts. However, we (NBIC) considered non-load bearing as studs or refractory pins. Good Luck.
 
NBIC interpretation 95-33 refers to non-load bearing attachments as items that transmit an inconsequential load to the pressure retaining boundary. I would think this could possibly fall under routine repair category #2 if production impact testing and PWHT are not required. I would talk to the AI and local Jurisdiction as metenger stated.
