Stupid question here
When evaluating RQD of rocks , lets say i have 3 m of boring from which only 1 m is rocky . Should i calculate RQD by summing up the fragments over the 1 m or the entire 3m ?

ASTM allows you to obtain the RQD for a segment of the run if there are stratigraphic changes in the recovered core.

If the core run was in shale and then limestone, you could report the RQD of the shale separate from the RQD of the limestone. I mean it's not for the tool lengths to determine the engineering quality for design!

In steeply inclined formations, you could go from rock to residuum and back into rock. The driller may only have coring tools in this run. I'd record the RQD for the rock intervals separate from the residuum.

In the world of RQD it's only measured on rocks that cannot be broken by hand.
