Rubberised paint on roof cowls

Odd question I know but some roof cowls that were painted on a previous job incorrectly has to be corrected.They have added rubbersised paint to a plastice finished rough surfaced roof cowls.What can have done with this mess?Is it best rubbed down,primed and paint reapplied?Thing is if its left it will look awful as its all peeling off and if the rubberised paint is reapplied then it will just peel off again in the heat.
