Running a line up a Utility pole

Good day, I have a question about utility poles.

When it comes to running a something up a utility pole, am I allowed to run pvc conduit or does it have to be rigid conduit? The pole is in a parking lot.

It depends. You haven't provided enough information to formulate a more complete answer. Probably a code compliance issue, but there's no hint of what the applicable codes might be.
 
The best thing to do is contact your local electric utility and ask them how the installation should be done. Some allow for customer-owned services risers to be attached to their poles. Others will interconnect in a handhole near the base of the pole.
 
Some AHJs allow rigid PVC to be used interchangeably with steel rigid conduit. I have an installation coming up with mechanical protection both on the side of a house and about three feet up a power pole. I called the local inspector and he cited corrosion issues in the past and required rigid PVC conduit. (sched. 40)
