Running Steam-Assisted Flare without steam

Dear All,
We are going to change tip of flare to a steam-assisted type. The question is that since the steam piping is not ready, is it possible to put the new tip in service without steam injection? is there any chance of burn out of steam nozzles ? If yes, can we use air instead of steam temporarily?

IMO, it's better to confirm with the manufacturer for your operation. I think it runs into a risk to damage the flare burner without the steam in service.
