Runway/Flight Line Construction & Value Engineering

Dear Braintrust,

My company is bidding a large runway/flightline repair project that requires replacement and installation of a tremendous amount of concrete & asphalt paving.

My question(s) is the following:

-Do you know of any value engineering experts in this specific design/build specialty?

-Do you know of any historical data, journal articles, or "lessons learned" articles that have be written on the construction or design aspects related to the overall matter?
