Rust/Surface Gradation on Stock Items

I am not sure whether this is the correct forum to check this issue, yet i would appreciate inputs

Procuring material from stockist is a reality and cannot be avoided, especially when large projects are undertaken and when the material are required in crash basis or when the quantities are small (When mills don't enterain the quantities we are looking for)


The above being the scenario, some portion of material are procured from stockist.

For Plates we have EN 10163 (Grading Pittings, surface marks)
So one could objectively (To some extent) specify the limits.

For Pipes and Structural material (I Beams, Channels) do we have some rust grades or surface gradation criteria (Other than work man finsh) so that one could specify the limits(Distribution/Population of pits, Standard rust levels) so that disputes can be avoided by specifying the same in the purchase document.

If this is not the apt forum, where can i begin to look
