That’s not just rusted. It’s f*cked! You don’t treat this, you replace or supplement it. There’s no magic spray on paint for this level of corrosion.
 
You don't have a rusty beam...you just have rust. Without knowing more context it's impossible to make worthwhile suggestions for a remedy. But I can say that it's very unlikely that any workable solution will involve reusing...whatever that is.
 
What is the structure we are looking at - a wall or a ceiling/roof? Is the structure located outdoor or indoor (such as in the basement? You need to provide more details to get good advice/suggestions.
 
Doesn't matter what it is... only good advice is to replace it. Unless you can guarantee the shear strength of the existing material and can connect to it, reinforcing is not likely recommended. I should have added, I've got some rusty electrodes around here; maybe they could be used with rusty steel? I suspect the OP's intent was to show some serious corrosion, for humour. [pipe]

Looks like some driftwood I saw on the beach while on vacay. It looks like it's already lost a noticeable amount of thickness; there is no way back from that.

Can you give us drawings, sections, dimensions, more than one photo to get anywhere more than comments like you've just received.

Replace the ceiling, or add support structure below if there is adequate height below.
 
If not enough height, paint it yellow and add a low beam sign... [pipe]

above floor is a balcony. only people walking.
 
That beam appears to be beyond repair. If this is supporting a balcony, then I suspect the top of the beam is in even worse condition than the bottom.
 
Judging from the condition, lowering the load can be dangerous. It may not be possible to determine the existing strength.

So make sure you put lids on all the pans otherwise you're going to start eating rust....

If there are no big cracks and the ceiling doesn't move when people walk on the "balcony", then either build a box around it, paint it that nice green colour the rest of the ceiling has and then move out.
