S and R Stamps for Reheater repair 1

We are redacting the bid terms for a tube-panels replacement in the reheater of a 160 MW coal fired utility.

Is it correct to request all the new pressure parts to be ASME "PP" or "S" stamped and the installation to be NBIB "R" Stamped.

If it is correct, can I be sure all the new installed RH tube-panels complies with the ASME and NBIB standards and the boiler can maintain the S stamped since erection? do we need to request for another quality certification in order to ensure the performance, safety of the work?

The answer to your questions are as follows;

for boiler pressure parts, an ASME S stamp should be required.

for installation of boiler parts under repair or alteration, a National Board Certificate holder in possession of a current R-Stamp should be required.

Note I stated should instead of shall in my responses above because the location of the coal utility boiler may have other specific requirements as part of their regulation of boilers. Check your local regulatory body or Jurisdiction requirements for boilers.

If the contractor that will install the ASME, Section I fabricated panels has a current Certificate of Authorization to Repair Boiler and Pressure Vessels, including having in their possession an valid R-Stamp they will be required to have all signed P4 data reports. The original ASME stamping of the boiler will not change regardless of the repair.

All of the installation work will be performed under the installation contractor's R-Stamp Quality program. You or the owner of the boiler can certainly review all work being performed, but in the end, the only document that counts is a signed Form R-1.

About the installation of the "S" stamped tube panels, how do we ensure the "R" stamp holder contractor installed these components according to the NBIB and ASME requirements? Isn't there any certification or stamp that prove us there was a close following of the installation process and it meets the code requirements validated from an AI?

I mean, right now I'm not sure about what to establish in bid terms concerning installation of tube-panes, how do I ensure we won't have correct manufactured items but not correctly installed or with substandard procedures.

If the installer has a valid R-Stamp and NB Certificate of Authorization, the installer has performed or must perform this work in accordance with the NBIC, as evidenced by submittable of a Form R-1 signed by their AI.
