S7 not hardening in heat treat

I am having problems getting s7 to harden in our current oven. The controller is straight on or off, so the temp comes up really quick. Could this be the problem? or ??
Any thoughts or ideas ??

We need some more details:

Austenitizing T? Time at T?
Furnace atmosphere used?
Quench type, temp, agitation?
How are you confirming low hardness? Surface only?
Have you examined the microstructure? Any decarburization?

Might also help to know the dimensions of the part and the condition it's already in, as well as the current hardness..
