Does any one know why Sa 1008 DS-b is prohibited for ASME VIII-I construction.

Because most likely there has been no interest in using this material for Section VIII, Div 1 application. New materials or grades are not automatically reviewed by ASME SC II for application. If you are interested, follow the rules for proposing a new code case for this grade of steel sheet.
