SA-516-70 can be used istead of SA-216-WCB?

What is your intended application? The SA-516 Grade 70 is a plate specification for moderate to lower temperature service. The SA 216 is a specification for carbon steel castings for higher temperature service.

The mechanical property requirements between these two specifications are very similar, with the casting having slightly lower yield strength requirements.

Your question tells us that you do not understand that ASTM standards are specifically developed for the product form.

SA516-70 is fully killed, rolled carbon steel that would be the plate material used to fabricate the shell of an ASME pressure vessel.

SA216-WCB is also carbon steel, but it is a cast material and would be specified for something like a gate or globe valve body.
