Flange is designed in accordance with Appendix 2. Flange section thickness is more than 75 mm. Para 2-2(b) requires normalizing of "Flange" in this case.
Flange material is SA-266 Grade 2.
SA-266 requires normalizing of "Forging".
Do we need to perform Normalizing at below mentioned two stages?

1- Normalizing of "Forging" to satisfy the requirement of SA-266
2- Normalizing of "Flange" to satisfy the requirement of Appendix 2

Sorry I forget to mention, Appendix 2 of Section VIII-1 (I simply wrote Appendix 2)

Not true per the 2013 Edition of SA 266

See below
6. Heat Treatment

6.2 All forgings shall be annealed, normalized, or normalized
and tempered....

Section VIII, Div 1 Appendix 2 states

(b) Flanges made from ferritic steel and designed in accordance
with this Appendix shall be full‐annealed, normalized,
normalized and tempered, or quenched and
tempered when the thickness of the flange section exceeds
3 in. (75 mm).

I don't see an issue. Annealed or N or N&T are your options in SA 266 and Appendix 2.

Metengr,

Sorry not to make my intent clear....... I mean, for flange section thickness over 75 mm, Appendix 2 requires heat treatment (HT i-e either N, annealed or N&T) of the Flanges while SA-266 requires HT of Forgings.
Flanges are the final product while flanges may not be the final product.
If I perform HT of forgings (those are not final product i-e flanges in my case), does it satisfy Appendix 2?

If the flange has been heat treated in the form of annealing, normalizing or normalize and temper somewhere along the fabrication process, yes, it would be in compliance with Section VIII, Appendix 2.
