I am evaluating a vessel constructed in 1974. The manufacturer's data report and construction drawing indicate that the shell cans are SA-387-C. Is this equivalent to SA-387 Gr.11? I have searched USC-23 in the 1975 ASME Section VIII and do not find Grade C.

Yes, SA-387 is a Cr-Mo steel plate specification. The edition I have shows five Grades A-E. Grade C is listed as 1-1.5% Cr, 0.45-0.65% Mo, so it would be equivalent to Grade 11.
