SA 420 WPL6

Can I use SA 420 WPL6 for temp -20F to 250F to replace SA234 WPB in ASME VIII Div 1?. Because SA420 specify as Low Service Material?.

Yes you can for your stated service conditions. ASME SA-420 is endorsed by Section VIII, Div 1 for use up to 850 deg F. See Section II, Part D. The allowable stresses for WPL6 and WPB are equal at 250 deg F and below.
