There is an ongoing discussion in my workplace regarding

SA 516 Gr. 70N vs SA 516 Gr. 70NACT vs SA 516 Gr70 Q&T

Which one is a better heat treatment for SA 516 Gr. 70? The requirement calls for HIC-resistant steel, too.

The group specifications mentioned "minimum normalized" condition for SA 516, and any deviation from this specification is rejected as it "does not meet the specification".

For example, supplying Q&T is deemed not meeting the requirement.

Any thoughts?

The best heat treatment is the one that meets the requirements, which will include a HIC test, for the cheapest price. In addition, how is "minimum" judged? By that terminology, NACT and Q&T would meet the specification.

N is the minimum, both NACT and Q&T are 'better' heat treatments. But 'better' depends on what matters to you. For example Q&T will have better impact toughness in many alloys. As far as HIC goes they should all be suitable, what else matters to you?
