SA-705 Table 3 for type 630 gives mechanical properties for product size up to 8". Does this mean that that larger sizes, say 20", would not comply with the spec regardless of chemistry and mechanical properties?

It means for sizes above 8", this material specification is not applicable because the mechanical properties in Table 3 may not be met. Purchase of material greater than 8" would require another specification or agreement between the supplier and purchaser.
