SA336 P91 Impact Exemption Curve

I have an SA336-P91 material, and am trying to determine whether I can apply curve B of UCS-66 to exempt it form impact testing. I have an MTR that references the material as having a fine grain structure. Would this be covered under Curve A or Curve B?

Actually, if you review the Notes in Section VIII, Div 1, UCS, Figure UCS-66, the material would fall under Curve C versus A or B. Why? If you read Note (2) for material, (b) provides for a catch all of material produced to a fine grain practice and normalized.

If you read Note (3) for material that falls under curve C, look at Note (3) (b) provides a similar statement regarding catch all of low alloy steels produced to a fine grain practice and normalized would be more appropriate.
