Developing weld procedure for sour service ASME Sec VIII-Div.1 Plate used for the test is SA-516-70 - SA-516-60 dual certified 3/8" thick. Process is FCAW. HAZ & Weld metal are passing with no issues. Base metal is failing @ -50F. Question I have is base metal Charpy Impact Testing required as-per ASME Sec VIII.Div.1.

What is the minimum design metal temperature? Has the plate been supplied as normalized?
 
Is the plate a random selected heat or was it made to be HIC-resistant?
I concur with metengr, 3/8" plate will not be normalized unless you ask for it. Normalized condition is necessary to have a prospect of passing BM impacts at -50F.

MTR states Hot rolled plate cut edge ASME SA-516-70 As ROLLED & TEST NORMALIZED DUAL TO 60/65 PRESSURE VESSEL QUALITY.
 
Why are you testing at -50 deg F, if your MDMT is -20 deg F?? Hot rolled plate will likely not pass at -50 deg F.
 
It appears that the base metal was not purchased with impact testing at -50F. But if it was, impact toughness properties of thin wall, as rolled SA-516 can be highly directional. Your WPS qualification may have produced impact test specimens in the transverse direction.
 
The reason for the -50F is there are more equipment client specifications not for this particular vessel there are other equipment in the plant that is in that range trying to cut down on the amount of weld procedures.
 
With a little forethought and proper material selection, you could use the non-impact tested procedure but substitute impact tested FCAW wire to -50F. Your specific lot of wire must be tested to -50F.
For example: SA-516-70N Heads/Shell, SA-333-Gr.6 Piping, SA-350-LF2 Flanges. All are exempt from impact testing (by you) to -50F. Then substitute the WPS wire for an impacted tested wire as per UCS-67(a)(3).

With the above an impact tested procedure is not required. Of course this may all mean nothing if the customer requires a WPS that was impact tested.
 
When you qualify procedures requiring impact testing at -50 using SA-515, ALWAYS purchase the material with impact tests at -50F.
