IN ASME SEC II, FOR SA516 GR70
YIELD STRENGTH VALUE IS 38000 PSI
AND TENSILE STRENGTH VALUE IS 70000 PSI.

I READ THAT 38000 PSI IS A VALUE FOR 0,2% PLASTIC DEFORMATION
I TRY TO DESIGN A LIFT LUG (ONLY ONE USE AND LEAVE)
AND WANT TO HAVE 45000 PSI STRENGTH VALUE FOR CALCULATIONS.
BUT I WANT TO KNOW THE RATE OF PLASTIC DEFORMATION ON MATERIAL FOR 45000 PSI VALUE.

I'll leave the math to others, but the listed strengths are MINIMUMS. The actual values are higher, and can easily reach 45ksi. If you weld it, use 8018 electrodes if you stick weld it.
