Saddle calculations for ASME VIII Div.2 Pressure Vessel - paragraph 4.15

Dear all,

Reference is made to ASME VIII Div.2, Ed. 2023; the question is whether the equations (4.15.27) (4.15.28) (4.15.29) are valid only for reinforcement or wear plate welded to Cylindrical Shell of a Pressure Vessel, or can also be used for reinf. / wear plate attached (not welded) to the Shell, like temporary Hydro or Transportation saddles.
