Saddle Design - Allowable Stress for Circumferential Bending Stress (Saddle Horn)

Designing vessel to VIII-1 (2019 Ed)
Should Circ. Bending Stress at saddle horn be 1.5*S (VIII-1 UG-23(c)) or 1.25*S (VIII-2 4.15.3.5(f))?
Note: S is Div. 1 allowable.

If you are designing a VIII-1 vessel, then follow the rules from that Division. If you are designing a VIII-2 vessel, use the rules form that Division.

If you are designing a VIII-1 vessel, but applying UG-16(a) and Mandatory Appendix 46, then follow the rules from there.

PD5500 appendix G provides a good method compatible with Appendix 46, although the allowable Stress from Div 1 should be used.
 
Another option will be EN 13445-3. Start at paragraph 16.8.
This option is acceptable as per U-2(g)(1)(-c)
