I have a part for quoting with material spec "SAE J405 30303". Is this a machining grade 303 stainless steel?

Yes, SAE J405 JAN89 shows a designation 30303 for 303 free machining stainless.

I suppose I should clarify my answer. I used the most recent version of SAE J405, dated 1998-06. If this is a part for a new quotation, you should contact your customer and inform them that this alloy has not been listed in SAE J405 for nearly 8 years and that a different alloy or specification should be used.
