Safety holes? I have never heard of them, so if you know what to call them, perhaps you can tell us what they look like.
 
"Safety Holes" refers to, I believe, the holes placed in perimeter column webs at an elevation of 48" above the deck level for attaching safety cables to prevent falling off elevated work areas.

could mean anything, you need to provide some context. could also be the holes required for galvanizing.
