Safety Valve relieving capacity

A pleasant day, I was working on a safety valve relieving capacity and I would like to confirm my situation; we have a boiler with a superheater and there are two safety valves on each. The relieving capacity of the boiler is >75% (ASME sec. 1 , 67.1) of the total capacity while for the superheater and then for the Superheater ASME sec 1, 68.2 and the relieving capacity is >15% (ASME sec.1, 68.4) but one supplier which would supply for our new proposed boiler safety valves is very firm regarding ASME sec 1, pg 71.
where in they are insisting of Supeheater with <50% releiving capacity. So I would like to know technical opinion on this.
